Notice on Radio Management During the Fifth World Internet Conference

為使第五屆世界互聯(lián)網(wǎng)大會無線電管理工作有章可循，滿足世界互聯(lián)網(wǎng)大會各項無線電業(yè)務的頻率資源需求，保證世界互聯(lián)網(wǎng)大會舉辦期間各種合法無線電發(fā)射設備、無線電臺(站)正常工作，最大限度地減少各種有害無線電干擾，維護空中電波秩序，現(xiàn)就有關事項通告如下：

For the purpose of regulating the uses of radio and the allocation of frequency resources during the Fifth World Internet Conference, the relevant matters are announced to ensure that every radio transmitting equipment and radio station will work properly and all kinds of harmful interference will be minimized:

一、無線電頻率使用申請

I. Application for the Use of Radio Frequencies

(一)第五屆世界互聯(lián)網(wǎng)大會籌備和舉辦期間，申請在會議活動場館及其他指定區(qū)域內(nèi)設置和使用無線電臺(站)、無線電發(fā)射設備的組織或者個人，應向嘉興市無線電管理局提交無線電頻率使用申請。

(1) Prior to and during the Fifth World Internet Conference, any individual or organization must apply for the eligibility to set up and run radio transmitting equipment and radio stations at the conference venue or other designated areas. The application shall submit to the Jiaxing Radio Administration Bureau.

(二)嘉興市無線電管理局負責審批無線電頻率使用申請，依據(jù)《中華人民共和國無線電管理條例》、《中華人民共和國無線電頻率劃分規(guī)定》作出是否許可的決定，自申請人成功提交無線電頻率申請之日起5個工作日內(nèi)，將審批結(jié)果通知申請人，并向獲得許可的申請人發(fā)放《第五屆世界互聯(lián)網(wǎng)大會專用無線電頻率準予行政許可決定書》。

(2) Jiaxing Radio Administration Bureau is responsible for reviewing and approving applications based on the Regulations of the People’s Republic of China on the Management of Radio Operation and the Regulations of the People’s Republic of China on the Radio Frequency Allocation. Bureau will notify applicants whether they are qualified or not within5 business days, and only the qualified applicants will get the Written Decision on Approval of the Administrative License for the Use of Radio Frequencies during the Fifth World Internet Conference.

二、無線電設備的管理

II. Management of Radio Equipment

(一)獲得《第五屆世界互聯(lián)網(wǎng)大會專用無線電頻率準予行政許可決定書》的組織或個人，在無線電臺(站)、無線電發(fā)射設備進入會議活動場館及其他指定區(qū)域內(nèi)投入使用前，應將有關無線電發(fā)射設備送至嘉興市無線電管理局指定的檢測地點，接受嘉興市無線電管理局現(xiàn)場檢測。對于不便搬移的無線電臺(站)、無線電發(fā)射設備，應當預約上門檢測。

(1) For those individuals or organizations who receive the Written Decision on Approval of the Administrative License for the Use of Radio Frequencies during the Fifth World Internet Conference, they should send their radio transmitting equipment and radio stations to specified locations that are appointed by the Jiaxing Radio Administration Bureau for examination before setting up at the conference venue or other designated areas. If the radio transmitting equipment or radio station is difficult to carry, the Bureau will arrange an on-site examination by appointment only.  

(二)進入會議活動場館及其他指定區(qū)域內(nèi)的無線電臺(站)、無線電發(fā)射設備，經(jīng)檢測合格后，應由嘉興市無線電管理局粘貼“無線電臺執(zhí)照”專用標簽。無線電臺(站)、無線電發(fā)射設備只能在專用標簽所規(guī)定的時間、區(qū)域和技術指標范圍內(nèi)操作使用。

(2) After the examination, radio transmitting equipment and radio station will receive a special label of“Radio Station License” issued by Jiaxing Radio Administration Bureau, and the radio transmitting equipment and radio station can only be operated under certain area and time that are specified on the label.

(三)接入中國內(nèi)地公眾移動網(wǎng)絡的手機和無線上網(wǎng)卡、具有Wifi功能的筆記本電腦和平板電腦、汽車無線遙控鑰匙和照相機的無線遙控裝置等設備在會議活動場館及其他指定區(qū)域內(nèi)使用，無需嘉興市無線電管理局批準，無需粘貼“無線電臺執(zhí)照”專用標簽。

(3) Mobile phones with cellular networks or wireless Internet cards, laptops and tablet PCs with built-in internet and wifi, automobile remote keys, wireless camera shutter release, and other similar devices do not need approval from Jiaxing Radio Administration bureau, nor the special label“Radio Station License”.

(四)除前款規(guī)定的設備以外，其他平時無需辦理無線電臺執(zhí)照的短距離(微功率)無線電發(fā)射設備，如：無線麥克風、無繩電話、無線電遙控玩具、公眾對講機等，在第五屆世界互聯(lián)網(wǎng)大會籌備和舉辦期間，必須經(jīng)過嘉興市無線電管理局批準，方可在會議活動場館及其他指定區(qū)域內(nèi)使用。未獲得嘉興市無線電管理局核發(fā)的《第五屆世界互聯(lián)網(wǎng)大會專用無線電頻率準予行政許可決定書》并粘貼“無線電臺執(zhí)照”專用標簽的，不得進入會議活動場館及其他指定區(qū)域內(nèi)使用。

(4) Except for the devices mentioned above, other short-distance (micro-power) radio transmitting equipment such as wireless microphones, radiophones, radio remote control toys, and walkie-talkies can only be used after receiving approval from Jiaxing Radio Administration Bureau during the Fifth World Internet Conference. Devices without special label“Radio Station License” attached to them shall not enter the conference venue or other desgnated areas.  

三、無線電發(fā)射設備入(出)境管理

III. Entry (Exit) Control over Radio Transmitting Equipment

擬在第五屆世界互聯(lián)網(wǎng)大會籌備和舉辦期間臨時入境，進入會議活動場館及其他指定區(qū)域內(nèi)使用的無線電臺(站)、無線電發(fā)射設備，請憑《第五屆世界互聯(lián)網(wǎng)大會專用無線電頻率準予行政許可決定書》到浙江省經(jīng)濟和信息化廳辦理進關批件，并按照海關相關規(guī)定復運出境。

According to Written Decision on Approval of the Administrative License for the Use of Radio Frequencies during the Fifth World Internet Conference, all radio transmitting equipment and radio stations that enter the country temporately shall be kept in records in Department of Economy and Information Technology of Zhejiang Province and can be shipped out based on customs regulations.

四、附則

Ⅳ. Supplementary Provisions

(一)本通告內(nèi)容由浙江省經(jīng)濟和信息化廳負責解釋。

(1) Department of Economy and Information Technology of Zhejiang Province reserves the right to interpret the contents of this Notice.  

(二)本通告內(nèi)容自發(fā)布之日起施行，第五屆世界互聯(lián)網(wǎng)大會結(jié)束后自行終止。

(2) This Notice will be implemented from the date of release and abolished automatically when the Fifth World Internet Conference is closed.

(三)涉外臨時頻率審批事宜按國家有關規(guī)定辦理。

(3) As for matters related to the approval of temporary frequencies concerning foreign affairs, the applicable regulations of the state shall be observed.

(四)世界互聯(lián)網(wǎng)大會無線電業(yè)務辦理點
